It could be a lot of things, including a neurological problem(s). Most vets, including neurologist DVMs will perform a simple test - holding the dog still, they'll manually move one hind leg at a time to a stretched position and see how quickly the dog "responds" and returns their own leg to its normal position. What the "vet" is testing for is, basically, does the dog's brain *understand* where its legs are? If not, there's likely a neurology problem of sorts.
