Does Valvoline/Ashland produce rerefined base oil?

Thought just occured to me....not an 'important one', but just curious....

Valvoline NextGen claims 50% re-refined base oil. Valvoline (through Ashland) is a blender, not a producer of oils...but I'm wondering if part of Ashland chemicals division is dedicated to re-refining oils?

In other words, does Ashland produce it's own re-refined base oils used in NextGen, or does it buy them? I'm assuming IF they buy them, they are buying them from Safety-Kleen, which produces most, if not all, the re-refined base oils used for PCMO in NA. If they do, then that is a huge boost to S-K's business....
 
I dimly recall reading that Valvoline buys the rerefined base stock for NG. Maybe there is a mention of it in one of the NG threads over the past 3 months.
 
My guess is they would buy it. Setting up a refinery for base oils, even used ones, is very expensive and subject to economy of scale. Buying it from someone else like Safety Kleen would probably be better cost wise. ConocoPhillips has also recently started selling re-refined base oils. Well, recently as in the past 5 years. Before that almost all of the used oil was used for heating applications.
