Does this distributor rotor need to be replaced?

i think i did not know of some disturber using vacuum, the ones i use dont work with vacuum. of course the ones that do shouldn't plug the vent. if you get water on the cap then you are in trouble. i got tired of replacing the cap each fall, on my small block dodge.
