Does this appear to be effective as an engine cleaner treatment?

I have a bunch of this stuff that someone gave to me awhile back. I'm not sure of the first line is just a carrier oil, and the second lines of fuels, diesel, no.2 is what is supposed to do the cleaning?

When I was gainfully employed we had compressors in our service vans. My vans compressor and its gas engines had sight glass for oil level checking that was so crudded up you couldn't see the oil level in either. I took drained Redline oil after a years use and put it in the engine and compressor with in a few weeks the sight glasses on both the compressor and engine were clear and spotless. If you want to clean out an engine use the HPL oil that cleans the best.

I love the probability crapshoot. If the bottle is 100% petroleum then you can't complain since it's declared as a possibility
