I don't think the penalties are so severe in the USA - but I would say it's more than just an honour system here. All in all - the in house "organic industry" is doing OK with self policing. The main problem is the import stuff from 2.66666 world (not quite 3rd world) countries such as Chile (

), China, Brazil and Mexico. They truly just slap a label on!
