Depends on the state, really.

In NY, that truck would be "emissions exempt" and subject to a visual inspection. So as long as it had the original cats, it would pass. Even if they were hollowed out. And it doesn't matter if the CEL comes on

Same as the exempt States, there is no testing here anymore. Guys are doing Cummins swaps all the time outside of California and having no issues. I do say though the EPA has band the sales of emission tampering devices, so it's almost impossible to delete these trucks anymore. I've programmed the PCM to be emissions ready as well, so all I have to do is put the CAT and Hollowed out DPF on if they start visual inspections. I have a clean Dash with a functioning check engine light, so it works like factory.
