dell inspiron laptop probs, need help fast !!

ok guys, here me out on this one, when i turn my computer on, im never getting to the desktop, im getting a blue screen saying problems have been detected and windows has been shut down to prevent damage to my puter, i cant even get my puter in safe mode, talked to dell support and they say i need to reinstall vista, and they want $130 to walk me through this, can any computer guru's here help me out ?

i have tried putting the vista disk in, but nothing will come up regarding the disc, this has happen once before where i had to install vista, but i cant remember how to get the progress started, i think i need to hit a key or two during start up to take me somewhere but i cant remember which key it is.........
 
If you put the disc in, then turn off the computer's power, then turn the power back on, your bios should detect the CD and boot from that and allow you to install the OS.
 
ok, i pressed the f12 key, and then it said it was trying to boot, then in a few seconds back the blue screen again

When you pressed the f12 key did you get a boot menu with the options of CD/DVD drive, USB, HDD, network boot?

If so, select CD/DVD.

If not, try again. Just mash that f12 key repeatedly as soon as the bios screen gets about halfway loaded.

Alternatively, hit f2 to go into the bios and change the boot order to CD drive being the first in line.
