Businesses should not have people lying down on the job. That is why he shot that photo.
 
He's not lying down. He is going into the cargo bay to remove or store the baggage. On small planes where the door is very small, this is the easiest way to get to the cargo bay.

If an employee were going to lie down on the job, I think he would find someplace more secluded than up in the air right outside an aircraft that is boarding!

Because when I lay down for a nap I also hold my hands up in front of my face like I'm working too. I also like to find a nice relaxing quiet place, such as right next to a jet engine.
 
The strange thing is that the rear baggage door is not that high on a CRJ (Regional Jet that Delta uses).

So, I will follow what someone else put on the twitter site: it seems he is inspecting the lower part of the nacelle and instead of going get a scale, he uses the baggage ramp loader.

But it is hard to say with only one fixed pic.

For sure, he would use a more warm place to lay down to rest if he wanted to do that. It looks like it is quite cold out there.
 
Do you have a better resolution photo we could zoom in to see what he is doing. Appears to be a notebook balanced precariously on his knee cap.

He could be taking a shot from a flask, or maybe he is picking his nose.

I'm guessing it's a glove. He took his dirty glove off so the back of his head/neck wouldn't get dirty.
