I believe Fedex trucks are privately run. You buy the route and Fedex spec's out a truck for you to buy. It is probably up the the owner/operator to shut off if they want. Owners also hire drivers as well.
UPS drivers are actually employed by UPS and the trucks are owned by UPS.
On my personal cars I've tried to see if the oil pressure light will stay on for any length of time or not. Only on the first start after an oil change has the light ever stayed on for longer than a split second. Oil pressure happens faster than I can get it in gear.
A dead cold engine should be left to idle for a minute or two before driving off. A warm engine can be started and driven off within 30 seconds. The big UPS and FedEx delivery trucks are engineered to deal with constant starting and stopping, so you can't really compare them to your average car or truck.

with the exception of some of the "Home Delivery" ground contractors, ALL Fedex trucks are corporate owned and operated by unionized (in most states) Fedex employees...
To reduce the cost per start and increase the MTBF the trucks that are started all the time are equipped with long life 20,000 start new starters instead of run of the mill 5,000 start rebuilt starters we buy for cars.
