Cut brake line?

Truck driver complaint of no trailer brakes. Heard a leak and found this. Looks to straight to be natural causes to me.

Doubtful since the line is right at the trailer wheels. This particular employee is not well liked for reasons I won't go into.

Whoever did this knew a little bit about truck brakes. Cutting only the blue line allows the trailer to roll (the red line releases the parking brakes) but it won't stop. Which is why you always pull the trailer brake lever to check that they work before leaving the yard.
