Price is absolutely insanity, beyond highway robbery. That's the kind of car that would sell for the $1 minimum bid at an auction.
I have been attending government auctions for 22 years, and buying at them for resale for 9 years. If your friend has his heart set on a Crown Vic, you can get police surplus CVPIs (also in Street Appearance Package trip, if you prefer a less law enforcement-looking vehicle) in tip top condition for pennies on the dollar. Last year I got my cousin an 04 CVPI with 89K miles and a foot-thick stack of all of the maintenance documents going back to the original purchase, for $600 from a small town police department. The car was 100% flawless and was gone over by both myself and a close friend who is a Fleet Section technician with the MA State Police. And that was what I considered expensive! Picked up a 00 CVPI with 66K miles for $300 for my neighbor in 2008, no records on it but car appeared to be (and turned out to be) in perfect condition.
So the ultra-clean, well-maintained, flawless daily drivers are out there for short money. No need to pay insane prices for rolling pieces of junk.
