If the car has that many miles, and you have a front end noise, it is probably time for an entire front end rebuild.

This could also be a restriction: Air/Fuel/Exhaust. Air is rare and easy to look for a nest of rodents in the filter box.
A dirty or contaminated MAF or a clogged fuel filter are a fuel restriction. Clean or swap the MAF as others have suggested. Fuel filter... I don't suppose you could drive down the road with a fuel pressure gauge taped to the windshield on a car that you don't own.... In any case, a fuel restriction that causes this bad of performance should (but might not) throw p0171/p0174 codes. It would definitely cause high fuel trims which you could see with a scan tool while accelerating. Does the check engine light come on for a bulb test?

I would probably offer the guy a grand for it. If maintained even sort-of properly, these cars will run half a million miles.
Of course...I can do a complete front end rebuild on a Vic this Saturday for whatever the parts cost plus $70 for an alignment.

Personally I'd go for a manual 4cyl Echo owned by a little old lady as 45 mpg leaves more cash than 25 mpg, but that's me.

Well I admit I am discussing government surplus CVPIs; I am not familiar with the market for similar civilian sedans. I realize a civilian LX or similar Panther platform would probably go for considerably more.

I am amazed that so many people buy service vehicles [or private cars for that matter] without having them checked out by a good independent mechanic..I you do not have a independent mechanic then you should pay the dealer to check it out..A lot of people do not even ask or try to get service records..Some people were in for a rude awakening after buying their car.
There are some really good deals out there but you have to be very careful.

It depends on the State and locale. Some States aggregate the sales, some do not. The last good deal I got 2 years ago in Oregon was $900 for a 2001 P71 with 113k that was an Administrative Pool of Child Protection Svcs. Now the prices here up 60% on average..

No matter what condition they are in you have to spend some minutes on them, but the outcome may be very rewarding. Just be patient.
