Why are these things allowed on the road? Is it really bright to give the dredges of society motorized cheap mobility with no actual driving skill requirements? That has disaster written all over it!

As far as crack-peds, they seemed more common in NC than they are here. Actually, they were quite common in NC. NC allows you to drive one on public roads without a license if it is less than 50 cc. I'd see at least a couple a day. However in NC, it is also difficult to drive a car without getting caught if your license has been suspended/revoked (more patrolling, strict vehicle registration, inspections tied to registration, etc). In AL, you can slap a dealer's advertising tag on the back of the car and nobody will bother you for a while. With no tag # to run, they can't see that the owner has a suspended/revoked license. It's very common to see cars here with just a dealer's advertising tag (not a temp tag - we don't have that), or no tag at all.
One of my friends got a street legal 26 or 27 cc China scooter as a partial trade for some junky ATV. We used to ride it on the street a lot, but mostly in the neighborhood. One time my friend did take it out on highway 49 in the snow though. Eventually another one of my friends cracked the frame in a pothole, but that may have been aided by rust caused by the snow rides and scraping the frame a lot. We "repaired" it and continued to ride it. Eventually it could only really be driven around the yard. It's still currently sitting in a friend's garage, but hasn't ran in at least 8 months and is probably dead for good this time. It originally had electric start, turn signals, and everything, but all of that got destroyed. It doesn't even have brakes anymore.
