interesting discussion + agree with what you did, + as always its about how much the owner is willing to spend + what use he expects to get in the future. had a 64 coupe plain jane + it was an enjoyable ride except in the hot summer, no AC + didnt even know about the vent-fan that did not work hiding behind the carpet!!!
 
Wipe the bores out with some very mild scotch-brite and a brake clean soaked rag and note the "bore scuffing" job complete on the paper work. You won't have hurt anything and everyone else is happy, too.
 
Just slap the heads on. Keep stuff like scotch bright the hell away from the bores unless you intend to dismantle it completely. That stuff leaves grit behind very easily which will do more harm than good.

Just because the crosshatch is gone doesn't mean the engine is on it's last leg
