Win 7. If I click "sleep" and leave it undisturbed for a long time, It will not start again. I have tried moving mouse, pressing buttons,etc. If I Hit the button to turn computer on, it does not do nothing. The mouse is still lit underside and the keyboard still has some lights on. I don't do downloads when this happens.

I have hit all the keys. The mouse does wake it up if it only sits a while. You can see the ledd under the mouse activate when you click or move the mouse. What I need to do is hit the box start button for a while,so that it turns it off. Then when I turn it on, i get the "Windows was not shut down properly" screen.
Device Manager>Keyboard>Keyboard Properties. From the power management tab make sure "Allow this device to wake the computer" is checked. Repeat those steps for the mouse.
Then double check all of your power management settings and make sure none of the required devices are set to "Allow the computer to turn off this device to save power".

What Pop_Rivit suggested plus make sure that you have the hibernate function turned off completely in the advanced power management settings.

You don't need to turn off Hibernate permanently. That's a function that most-all use the off-on button of their desktop to turn on, not the mouse or keyboard in the latest editions of Windows (7-8-10).
To turn on Hibernate, I use the mouse - start button - then gather the Hibernate feature in my Shutdown link.... then click on Hibernate.
Hibernate and Sleep are two different command creatures of the computer.

This is from my win 10 laptop. It can clearly go to sleep first and then hibernate. Win 7 is the same.

They were already set this way.

Assuming desktop, USB mouse/keyboard- As a test, verify they are plugged into a USB port that is controlled by the motherboard chipset, and not a 3rd party controller. Many 3rd party USB controllers get shut down during sleep. If your current config worked previously a setting got changed somehow. Verify any USB controllers are not shut down during sleep.
Sometimes you cannot use the keyboard/mouse to wake the computer. This can be either a Windows setting, or a setting in the BIOS. I used to be able to wake up my desktop from standby using the keyboard, but ever since the most recent BIOS update I did it will only wake by pushing the power button. Which is actually preferred for me, because it helps eliminate accidental wake-ups.
