They have some fairly prominent API symbols on their products; I'd expect they are licensed. Otherwise they'd be in gross violation of false advertising and would be shut down in seconds by the API and FTC.
However, it's often hard to find some products in the API search directory simply because we don't know what exact name to search. For example, the Fram and Carquest lubes are listed by "Advance Stores Company" ... (not Advanced Auto Parts, or AAP, etc). If you don't know what to search for, it's hard to find some things.
Further, this specific product the OP listed may not be made any longer; whatever license which was valid at the time may have expired now. But at the time of production the API symbols may have been "valid".
Maybe call/email JTP and ask their license number, or ask what parent company name is being used.
I agree with @dnewton3 . The back of the bottle states "Manufactured for, Jamison Transportation Products".
