The Beijing futuristic developments were fully functional and fully occupied when I was there. This was a while back but even then they were ahead of everything else you would see outside of China. You could feel the drive for innovation and progress in the air. The reality was vastly different than what my preconceived notions were and it took a while to get over them.
They do like to light up their buildings. It's incredible to see the facades of a bunch of skyscrapers become a gigantic screen playing nature videos. The computing power to light up all these LED-s across many buildings simultaneously must be incredible.
