Chemistry Question, Plating non-conductive surface

Someone I know provides a service for deer hunters. He has a colony of some specific insect (I think he said it is a special beetle) that he places a deer skull with and in two days the insects clean the skull down to clean bone.

He wants to be able to plate specific areas of the bone of these skulls with copper. He knows he will require a conductive base and will have to attach wire to each conductive section to get the current to flow to copper plate it.

Also he is trying to do this low cost.

He is looking for low cost base chemical, paint, or epoxy to provide the conductive base.

And he is looking for additional suggestion of low cost chemical to put into solution for the copper plating.

Since there are two separate process here, requiring two separate suggestions, please indicate what process any suggestion applies to.

Copper (II) Sulfate is cheap to but an very soluble in water
 
In the past when I worked on small scale, amateurish electroplating, I actually powered the non-conductive surface (washed to rid of grease and oil first) with graphite power, coating it thoroughly before I plate it with copper sulphate. It works.
