Change languages on PC?

I should remember this, my wife fixed ours so she could type Japanese characters.
Where/how do you switch the letters/characters?
Need Laotian.

Go to the Control Panel and select Regional and Language Options. Click on Details to add an input language. To switch languages you would turn on the taskbar toolbar so you can easily switch.
