What a disingenuous question. Inner cites across America is filled with generations of people who just don't seek employment. Its since expanded to the burbs and rural areas. They are happy hanging out, surfing their free Obamaphones, doing drugs, shooting hoops, whatever. Welfare began on the heels of the great depression, in 1932. It was designed as "safety net" so that people would not literally starve until they found a job. Or, to support the proverbial 80 year old blind widows or the crippled. Then, Welfare blossomed and greatly expanded in 1964 under LBJ so called "War on Poverty".
Since 1964, multiple generations have became dependent on handouts. I know of 4th generation families who never, ever had anyone work for a living. But you ain't seen nuttin' yet!

Welfare has disincentivized work. The only "work" some do is getting and staying approved for handouts. Others break and enter to get handouts. The REAL unemployment rate
is indeed 25%. They DO NOT count people who refuse to work in the announced unemployment numbers. Maybe this will convince some of you:
The latest unemployment rate for June is 4.1%, according to the Bureau of Labor Statistics (.gov). This is a slight decrease from 4.2% in May. The number of unemployed individuals also decreased by 222,000 to 7.015 million. The labor force participation rate remains at 62.3%.
That means
37.7% do not participate!
