In winter my '03 3.9 Dakota "always" had light brown milky stuff under oil fill cap. None on dipstick, because dipstick had double oil-rings sealing it from cold air. The oil fill cap was in same valve cover as PCV valve. In winter you always suck cold air into engine causing condensation.
To OP check dipstick and see if o-rings are ok, or just put new ones on.
