Cause for concern?

In winter my '03 3.9 Dakota "always" had light brown milky stuff under oil fill cap. None on dipstick, because dipstick had double oil-rings sealing it from cold air. The oil fill cap was in same valve cover as PCV valve. In winter you always suck cold air into engine causing condensation.
To OP check dipstick and see if o-rings are ok, or just put new ones on.

You are in Las Vegas. Try doing this 1.5 hour job in 5 degree weather. Even in a garage it means going inside to warm up at least 5 times during this procedure.
I have purchased the PCV valve and will change it when I have time and when inclement weather is not a concern. I'm going to drain my oil at the same time, everything will be fresh then.

Not to disagree with the PCV diagnosis.
However a stuck open engine thermostat can cause this symptom as well.
I agree that any clearly visible moisture in the oil has the potential to cause "problems".

FWIW the faint moisture/milkiness on dipstick burns off when the car is driven for longer than 20 minutes. I see the symptoms in the original post only when I check it in the morning once in awhile.
And on closer examination in direct light the oil does not look milky. Sometimes the angle with less lighting makes it appear that way.
I will still replace the PCV regardless when the weather cooperates. I have never done it on the vehicle and I'm not sure if it has been done on it yet.
