It can. I don't think Pennzoil brand is actually available in most of Europe though. They sell their stuff under the Quaker brand there, and Shell, obviously. Valvoline which is group 3 is also widely sold there.
If I'm not mistaken, Castrol was the first to pull their switch-a-roo over there... some lab had their 10w-60 analyzed, once in 2003, and then again in 2005. It was concluded that the 2003 batch was group 4, while the 2005 batch was group 3.
