Castrol conventional vs Castrol high milage?

why does Castrol advertise on television the difference between conventional oil and high milage GTX oil when they sell both types of oil?
there H/M conventional motor oil is better than there traditional conventional motor oil?
how can conventional oil be better than conventional oil, I dont get it

The High Mileage oil has a more robust additive package.

so the regular oil sold is made to make High Mileage engines need better quality oils?
would it make any sense to use High Mileage oil in a brand new car?
