I have several areas where the carpet has lifted up where it meets the tile. It can't be re-tucked in. I am looking for a "glue" that would hold the carpet edge down to cement floor. Suggestions?

Need a picture. Perhaps make a wooden threshold, that covers part of the tile, and goes over the carpet.
Do you have a table saw?

If there is a height difference between the carpet and tile then you need a transition piece.

If the height is the same then install a tack strip and double up the edge of the carpet onto that. This will require a stretching tool.

At McMaster Carr get Loctite E20-HP and the dispensing gun. Expensive, but will hold to just about anything. You can dispense it onto a scrap of cardboard and mix it with something like a screwdriver of popsicles stick so you do not have to buy the mixing dispensing add on nozzle.

You will have to power sand it off the cement if you ever replace the carpet.
