typically a "good running" car (smog/inspectable..) that doen't have anything "broken" and "looks ok" is usually worth a minimum of $1K "retail"..then start subtracting for broken items, missing pieces, really looks bad, shoddy interior, repairs needed, etc., the key is the new buyer being able to smog/state inspect the car w/o additional costs (if applicable)...many 10+ year old cars don't look to good and often have "something wrong" thus the real "worth is "something more than a free tow" to aboout a grand...I've fixed many cars purchased cheap with just some labor (extensive cleaning, changing fluids, tune up, minor repairs) and often doubled++ my money and the buyer receives a "solid driver" for a fair price...the key is "finding the right car"...there are many out there for under $1K, but most aren't worth anything ...IMO
