Car runs hotter when it's cold?

Not sure what vehicle you have but modern ones should have very little movement in temperature. Perhaps, as above, your thermostat was sticking. I would replace it with a new OE one.

Just as a counter point my Suburban warms up to 210 then is 210 when cruising, when idling, when towing. I've confirmed that with an infra red temp gun. ( stopping to do that of course.)

To answer my own question, yes. They are being used to improve the thermal efficiency of the engines by tighter control of the engine's operating temperature closer to the optimum temperature of 230 degrees. Audi, BMW, Ford, GM, Volvo, and VW are using them.

Exactly ... my two L83's also warm up faster than my prior 5.3L's ...
Grille shutters, electric fans, newer water pump design, might contribute?
All around temperature control...not just "cooling"

I know you said your not all that concerened but I think I would change the t-stat and coolant. It's not worth taking a chance and having it overheat and destroying a good motor.

Already planning on it. I have the replacement thermostat already and will be changing it out within the next month or so, when I have sufficient time available in one large chunk.
