Can't add a full charge of R134A to 2003 Ford E150

This is a dual a/c system with 60 oz capacity. Vacuumed it for 2 hours and charged from a heated drum. After taking in 28 oz, it wouldn't take any more even when reving the engine. Gauges were in the 35-40 and 150-175 range. Air is blowing cold but why can't I put in a full charge? The tank weighs about 14 pounds. Shouldn't that be enough for good flow? Charging with tank upright as a gas.
 
After you vacuumed it, did you wait and made sure the system held the vacuum? Did you also purge the line of residual air prior to connecting and supplying the R134A?
 
You’re raising the RPM while you’re introducing the refrigerant, correct? Is it a warm day? For the most part you should be able to put in an abitrary amount of refrigerant until there is liquid in the low side (not what you want to do but just commenting on the amount).
 
Just a guess, but is the rear cooling system blowing cold after you charged it and it is running? Sometimes, with an older vehicle, someone may have blocked off the back system instead of replacing a leaking evaporator. It is a cheap easy fix that some do if the rear system is not really needed, but after that the total system capacity will be less.
 
This has happened to you before, how did you resolve it then?
