Thank you for all of the helpful comments. Today, they finally decided to give me 20 new lugnuts installed "as a courtesy" to me. Eh whatever.
I do not even know they were able to torque them properly, but oh well, I'll just drive gently for the time being and inspect the studs next time... So glad I got my car back.

I have been known to "check" the torque when I get home after someone else does a rotation/balance...pretty surprising the variation I've felt from shops that do use torque sticks...some lugs are way above specified torque, some lugs are right on...

I wouldn't even go to a shop that doesn't use torque sticks - too easy to get them way too tight, and at $400/wheel (on the Volvo), I don't want a cracked wheel from an OMG tight lug nut...
 
I have similar Sears stories.
Talk and write to anybody up in the chain of command.
Don't give up. Make a scene.
The odds are 99% that they are in the wrong.

The 1% is that you did feel a problem, and attributed it to balancing, when it could have been loose/faulty lugs.
 
Many moons ago, I had to remove the right front from our '76 Civic to replace a CV joint.
Could not get one of the lugs loose, however much effort I applied.
I was in my twenties then, and could apply a lot more brute force than I can now.
Anyway, I ended up taking it to a nearby Gulf station that also did repairs (remember that?).
The young guy there had to use a big bertha torque wrench on the obviously cross-threaded lug nut, and snapped the stud in the process.
He was embarassed, and actually offered to replace it free of charge.
I declined, telling him that it wasn't his fault, since it wasn't he who mounted the tire and then gunned the lugs back on.
I'll give you one guess as to where we had the tires mounted.
 
Long ago had a place replace my tires and told them I torque to 80lbs. since I once couldn't get my rims off. When I got home and took off the covers I quickly noticed only 3 of 4 studs on one wheel. The other had been broken off. Went back immediately and pointed it out and telling them to replace. It wasn't an easy job as I was familiar with the difficulty in removing the rotor. After that I put the car up on jacks and bring in my rims for replacement most of the time with tires from Tire Rack.

However, in the past I never had a bad experience with Sears. I did let them put tires on my Polara back in 2009 and gave them explicit instructions. When they were mounted they called me, as I was in the store, so I could come out and oversee the installation of the lugs, hand torqued. They let me put the rare wheel covers on myself rather than possibly dent them themselves.
