Actually in state terms you are wrong about federal expenditures versus taxes collected in the states these cities are in. Not sure about D.C.

Yep, it hit the media a day or two ago. It is a bit misleading, NY and LA metros have a lot more population that say Austin or Boston. I wish they would have added a "per capita" number too.
