I've been looking around for Handbook of Lubrication and Tribology Volume III by Booser, but the only reasonable price I've found was for a used version for ~$100 cheaper on Amazon Japan. Has any one done anything like this before? I really want the book, but don't want to spend $400+.

I haven't purchased anything international from Amazon before, but I have bought two textbooks on eBay that were from international sellers. One was from Hong Kong and the book arrived three days after I ordered it. The price was lower shipped than the bookstore. The other was from Thailand. No problem with that transaction either. I think you will be fine. Amazon has good customer service too.

I guess my only issue now will be figuring out how to actually purchase. The entire site, as would be expected, is in Japanese character, except for excerpts from the book itself. The price is given in Yen. Hopefully some one can give me some advice. Otherwise I'll just figure it out over the weekend. : )
