Briggs & Stratton SUSA STYLE 122L02-0111-F1 Squeals after start

The squealing starts after the engine is running. If started on concrete do not really hear squeal if mower just sits there until you gently pull on the cord. Start to cut grass move the handle bar up and down a bit will hear a periodic squeal coming for pulley starter housing after my research this is what I have done so far:
1) Removed the blower housing
2) Removed the black round friction cover
3) Removed the 2 pawls
4) Removed the little springs that were on a spike where prawl sat
5) Noticed 1 of the 2 spikes was broke where prawls set do not think would have much effect both prawls come out when cord pulled and retract back on recoil
6) Removed pulley and cleaned
7) Removed spring and wiped down with acetone
8) Reassembled spring and lubricate with automatic transmission fluid
9) Reassembled and lubricated with ATF the little prawl springs and placed friction disk
10) Wound the pulley counterclockwise until is stopped then backed off 1 full revolution and lined up holes for cord.
11) Adjust cord length so no slack and good resistant for east start 1 pull.
12) Started mower let run few minutes on concrete no squeal
13) Started to cut grass was ok for 30 seconds then fait squeal not as bad as before.
14) This engine is different then many YT videos my flywheel has a cup on top the is 15/16th bolted to flywheel and crankshaft.
15) This squealing is driving me crazy trying to figure it out.
16) Some YT folks say a starter clutch not sure mine engine has that? B&S parts diagrams do not show that.

UPDATE:
I watched this video on Honda Briggs SUSA STYLE Starter repair

made sure everything was clean and dry. I roughed up the very smooth center bolt then reassembled.....that only thing different is 1 of the 2 black plastic spikes that the prawl rides in was broke. Mine did not have springs originally so I took a 1/4" spring from a clickable pen and cut it down about to size to put tension against the friction plate. Put mower back together started first pull runs great when not moved....but now I realize the handle bar has some play up and down which moves the cord attached the bracket on the right side of handle that's when you hear the squeal periodically when the handle is being moved. Maybe the prawls are not fully retracting for some reason?

Thoughts????
 
Now I am thinking one of 2 things
1) Figure out a way to keep the bar from moving up and down if the cord is connected to the right side of bar
2) Remove the cord from the metal bar holder and once the engine starts let the cord recoil completely the top of the recoil then that eliminates any bar play up or down
What do you recommend?
 
Ok think I finally figured it out with ILENGINE for lawnmowerforum.com....I always like to give credit where credit is do. It appears the Susa starter system has this problem when you push on the handle bar it moves up and down which in turn pulls the cord in an out of the recoil eyelet that causes the prawls to come out making the horrible squealing noise. So I made a knot in the cord that allows just a little slack in the cord from the card handle to recoil eyelet and perfecto no more squeal with the handle bar moves up and down as the cord slack compensates for the movement and the knot does not allow any movement of the cord to activate the prawls. Thank you all for your amazing input....hope this helps others because I was going crazy trying to figure this one out!
