I have 2002 Toro Wheel Horse 38XL with a Briggs and Stratton
16 H.P. OHV Single Cylinder Vertical Shaft Engine.
Twice while under warranty and once out of warranty the
electronic carb has had the float hang up suddenly for
no reason and actually Hydrolock the engine with gasonline
Has anyone else seen this problem ??. I use only ethanol
free 89 octane gas wirh stabil added and a little MMO from
a new can and the inside of the tank is perfectly clean.

Electronic isn't really correct, unless you consider a light bulb to be "electronic".
The carb has a fuel shut off solenoid which shuts off fuel to the Main Jet when Voltage is removed. It has nothing to do with the float hanging up.
What are the engine numbers so one can determine which carb it has.

i had the same problem with my 16 hp .and installed a shut off valve between the fuel tank and the carburator ..no more flooded motor ..

Actually it does, The smallest piece of dirt can stick the float open and flood the engine. I've personally seen it happen too many times.
