3.5 hp vertical shaft lawnmower engines, I have a couple parts ones, and am running out of known good carbs.

This is your typical carb on top of gas tank set up, where if you take the carb off there's a straw that goes into the tank and a little thimble/puddle of gas in a reservoir on top of the tank/ in an indentation that it somehow sucks up.

I am at a loss as to how it gets there. Does the diaphragm somehow vibrate?

My issue is I can run good for a minute or several then it stops dead quite quickly. The primer bulb squirts air then reprimes and things start right back up. I figure slightly less gas than I need is making its way up then it suddenly dies.

Things look fantastically clean when apart and the diaphragm doesn't "look" torn. I use sta-bil in the winter but the gas caps on these are so bad the gas evaporates off. Still, no visible gum/varnish, and I've given everything the once over with carb cleaner. Main jet looks clean, poked through it with a bread tie just for giggles.

Look on YouTube, be sure to look at the one where they talk about the spring. You should have the 5 screws out but then flip it over so the carb is upside down before you separate the carb from the gas tank, so you will see where the spring goes, so you know where to put the spring when you put it back together.

When you have the carb apart, are you blowing air through the hole at the base of the pick up tube? (Not too hard or it will burst the primer bulb). Are you assembling it correctly after cleaning? Tank, diaphragm, gasket, then carb? If everthing is tight and right, you could conceivably have a leak in your pimer bulb somewhere. Is the spring missing from the bottom of the carb?

I've always termed the carb you are describing as a pulsa-jet. It may be a patented Briggs and Stratton term.

I'm no expert on these, but I believe movement is induced on the diaphragm from the intake pulses on the engine.

Nitpicking, but you're getting vacu-jet and pulsa-jet confused. Rule of thumb, vacu-jet- verticle shaft, pulsa-jet- horizontal shaft. Pulsa-jet has the little pump diaphragm you can replace without seperating the tank from carb.
