Basic email security should be on the entrance exam to become head of things like the CIA. If you look at leaked files on wikileaks you can see his employment history. He was the head of a couple other intelligence based orgs. It's like the twilight zone.
 
If he doesn't have enough technical expertise to demonstrate the ability to handle GPG in more than one way, and do so correctly, he shouldn't be doing email at all. It should be delegated to a secretary who has some actual computer skills.

I'm not saying GPG should be the solution the CIA implements. I'm saying that if someone doesn't understand how that works or how to use it in a secure fashion, they really don't have the skills they need.

It would probably suffice just fine; but since the CIA aren't a bunch of hippie F/LOSS commies, they'd opt instead for PGP . :^)
 
GPG would certainly work, but yes, they'd never go for that.
