A good point about using a new pad for a reference point, but this is the problem too. I want to know if I need to replace a persons pads- but I don't care to go and buy a set of pads, measure them then recommend an action. That could result in many pad sets being returned.

So I could say recommend replacing when they're similar in thickness as the backing plate and hard sell at 2-3mm?
 
Meh, I just wait until I hear that swooshing-metallic-grind sound, and then confirm with a gouged rotor to know the pads are done.

OR -

I say 4/5mm. My Chrysler FSM says 7.95mm! opposed to my G, the FSM says 2mm.

I think it has more to do with pison extension in the caliper, for the difference in OEM rec's. My chrysler's rears were down to 1mm, so I replaced the calipers too (they're also 14 years old).
 
If metal on metal doesn't get your attention, wait until the pad just falls off
