Small local garage down the street from me wants my oil change business. He runs with Brad Penn oil in people's cars unless people request a different oil I did a search on here and Brad Penn seems to be big in raceing oil but not so big in street car oil? Is this stuff any good?

Yes, their oils are good even in street-driven engines. I'd say they're a step above most off-the-shelf products.

I have done a lot of work with that refinery, and have spoken to the lead of the lubricant group quite a bit.

There oils are good. Old school add pack, but fine. There VI is a little low, but again, good.

I would not hesitate to let him use it in your car.

The most recent PQIA VOAs include this oil in the 5W-20 grade.
Light on calcium, no mag, no moly and no boron.
Plenty of sodium.
Average cold start specs.
Low VI, high NOACK.
Nothin' special but probably as good as any other API SN if run per OM drain intervals.

No. Not any better with their API certified products.

Right, their API SN oils are average at best with just the basic grades offered.
If he's willing to do the oil change for no more than a quick lube joint then fine, but don't pay more just for the name.

$30.00 for the oil change with a Napa Gold filter and he is a stones throw away from my house. So prob give him a shot and run his Brad Penn for around 4,000 miles then get it tested and see what we have.

For the same money, you could be running a really good oil and filter if you changed it yourself without really shopping for a deal.
Alternatively, you could be running a decent filter along with a good conventional for around fifteen bucks.
If you chase the deals and MIRs, you could be running a top tier OTS syn with a good filter for ten bucks.
But you already knew all of this.

The Brad Penn ad package looks no worse than Warren or Valvoline.

Probably serviceable for 4000 mile OCI's since it's an API SN oil.

But certainly not a premier dino like PYB or Mobil.
