Body Damage From Running Over A Cone?

It's at the bottom of the car where it's darker and where no one looks, so the shop can match the paint. No need to replace the entire bumper. Just patch it and spot paint it

It sure is, plus many cones have a metal weight on them to keep them down in windy conditions. That'll do some damage - as shown in the pics.
 
The duct tape repair is not holding up.

Turns out the splashguards underneath were only $120 for both pieces. I guess I was looking at the wrong underbody cover on the courtesy parts website.

One mobile bumper guy that the dealer uses quoted me between $125-$175 to fix it. A different one used by a different dealership quoted about $225. All of those prices include the plastic repair, prime, and respray/blend/reclear of the affected areas.

What should the correct plastic bumper repair process entail? Is this video correct?

I wouldn't worry about it yet. It will get damaged again. Maybe after the 2nd or 3rd damage then replace it. I think it needs some stitches and Zip ties now.

+1 End drill it and do a good even job of black zip tie stitches, I think it would look kind of neat anyways.
 
this is what zip ties are for.. unless youv just cash to burn.. this is unnoticeable unless your realy looking for it..

gaaaat.. somebody beat me to it (zip ties)

I would just leave it be. you don't want car insurance involved. it's your mom's car. like your dad said she'll just hit something again. now, if you persist with some kind of side job and it turns out like junk. you may not hear the end of it from your dad. remember the bra on your prius you got a side job on? it didn't turn out good in your favor.
 
I jumped through the video, and from what I saw it is correct. I actually worked for Geico as an adjuster for a while, and they were huge on repairing bumper covers (It had to be totally destroyed for us to replace it). Broken tabs are easily repairable, as are cracks like that.

It will still be costly to repair it, you have to R&R it plus clearcoat the entire thing (which is never as flexible as factory and it will spiderweb and crack with even the slightest of movement). You mentioned it is pearl white, if it is a triple stage paint that just adds to the refinish cost.

Honestly though, those low covers always get torn up. Pull too far into a parking space, and it is going to get scraped up. The crack won't get any worse, unless it comes into contact with another object.
 
The local dealership said they could get me an OE bumper cover for $240. The mobile repair guy said he could spray the entire bumper cover for $200. So $440 vs $175...

$175 includes refinishing it? I would certainly go that route!
