I wonder why blue. Blue is the toughest color for humans to focus on.

for peeps who only know blue lights from K-Mart...

the blue lights turn depending on whether oncoming traffic/lane has a stop light. Probably blue because all the other obvious colors have been taken

The article itself is correct, but the picture is NOT!
That blue (or aqua) light is for self driving cars in California and likely other states. I forget how they are supposed to be used though.

That's also part of why Blue was selected - less distracting from the other Red / Green / Yellow lights but serves its purpose for law enforcement. In general, unless you are focused on looking for them , you likely won't notice them.

As to the post above, MnDOT has been using Blue lights long before any self driving cars... Not what they are intended for at all here.
