The Zx2 Escort blower motor fan speeds change fine from 1-2, 2-3, But 3-4 There is no change in blower motor speed or airflow? What could it be? I hope its cheap and easy to fix.

This issue in the Focus is generally the resistor, the Focus replaced the Escort so it probably uses similar parts. Here is a good thread on it.
The location for this part is under the glove box. No need to remove any trim parts, just two screws. You will probably need a different part number for your car as opposed to a Focus but this is definitely the first thing I'd check.
Yep, sounds like bad resistor. When mine died in the Pathfinder the 4th setting still worked since the resistor was completely bypassed at that setting, but I guess that depends on the vehicle. $82 for a new OEM part that will hopefully last another 10 years.
