Best all-time action IYO

No contest- Pre-'64 Winchester Model 70. The fact that I own a pre-64 M-70 Featherweight has no influence on my decision.

No question here. The 700 is a fine action but the Pre-'64 Winchester Model 70 is the classic American rifle.
 
To me the best bolt action would be one with a claw extractor and a standing ejector like the Ruger M77 or Winchester Model 70 (pre '64 and post 2006)
 
If you want small groups I would say Rem 700 but if you are shooting dangerous game I would say the pre 64 Winchester 70. You never see any benchrest shooters winning matches with a pre 64 and you rarely see gents shooting elephant with a 700.
 
Define best? The controlled feed is really nice for all the proper reasons, I like how it looks . The Rem works as good as you need to have a rifle work. The military seems to think it is good enough. I really like the 1903 Springfield design myself "just for the way it looks".
