According to Dictionary.com:

belt·way ( P ) Pronunciation Key (bltw)
n.
A high-speed highway that encircles or skirts an urban area. Also called belt highway.

Sprintman,

Beltway to me is a Freeway around or through a large city. Takes you away from traffic lights.

"The Beltway" is the loop that Interstate 495 makes around Washington, DC. The term "inside the beltway" means US federal gov't politics, more or less.

"The beltway", to me at least, is the I-495 around DC.

However there are other beltways, I think of the couple of them around Houston...

There's a "beltway" around Boston as well, which is also called 495, which messed with my head quite a bit when I used to visit my grandpa up there.

I'm a "beltway insider" for about 10 hours a day M-F

Chicago offer's no beltways, but they do have the "loop" that encircles the downtown area. Expressways and Toll Roads are the other two terms.

And Chicago has LSD ---> Lake Shore Drive.

Interestingly, none of those terms are used here in middle Tennessee either. Rather, we have "the Interstate".

the difference is, it's not called a beltway, it's just 495. 95 also loops around Boston, but it's just 95. "The Beltway" *IS* the Capital Beltway aka 495.

Now I reaaly am confused. A beltway road is a metaphor for political junkies. What on earth has that got to do with a report from New York showing how America's comedians are poking fun at the VP? You sure speak a different language than we do

Explanation:

Pop late night "comedians" come from NY and LA. They and the typical liberal press seem to be the only ones truly laughing at an accident. Sorta shows where they come from.

The others laughing are Democratic party insiders trying to use this as an advantage. Yes, those inside the center of DC are circled by a beltway.

What I don't understand is why you want to laugh so hard and make such a big deal over an accident. Let it be, sprintman. It's not funny.

The beltway is a physical road, but also metaphorical dividing line between politicians, beauracrats, lobbyists (people who have close ties to the US Federal government) and the rest of the country.

To say that someone is "inside the beltway" is to say that someone is one of the above, and also to imply that they may be out of touch with the rest of the country (due to spending too much time behind that metaphorical dividing line).
