My last new W/T was 16,999 for a NEW 2007(?) Silverado 4x4 short box std cab 5M WT.
I would never pay over 30G for ANY car nevermind a truck.
Most any 1/2 ton WT should be around 12-15K 2 years old low miles. If not Buy a nice Old chevy for 3 grand and put a reman engine in it and a real exhaust with no cats. That truck will always be worth what you paid as long as you keep it decent.

If you want new, you are generally going to have to do one of two things: Order it from the factory that way or find the dealer nearest you that specializes in commercial and fleet sales. There are a few dealers in this area that have commercial/fleet divisions or that is just what they specialize in. They tend to have some of the basic, no frills trucks on their lots.
As far as brands go, all of the manufacturers of full size trucks make good trucks. Period. All the brand posturing above is pointless. Go drive them and figure out what you like best.
Our work fleet has stayed with Ford and GM trucks. Historically more Fords than GM's, and we are solely Ford on 3/4 tons and up. Both brands have served us well and have good dealer support nearby. Not the case for my employer's location for Ram, Toyota, or Nissan, thus our choices in buying. (I'm talking a 5-10 minute run to a dealer versus 30-40 minutes).

As others have said if you want a stripper model it will have to be some dealer that caters to that market or a factory order. The vast majority of buyers don't want those stripped vehicles so they won't be on the lot.

I have been very impressed with the RAM Tradesman trucks... My 3500 Dually is a tradesman, and my dad's 1500 Ram is also a Tradesman. They are very nicely equipped even for being a "plain Jane" work truck.
The dial shifter on the Rams is only with the 8 Speed transmission. My Dad's 1500 is the Hemi / 6 Speed.. No dial shifter and it runs like a raped ape.

Such trucks are a commodity. The pickup truck market must be the most hotly competitive in the US. You get a lot for your money. So get the cheapest. In my area that's usually Dodge. ( Have a Ford XL and like it, so this isn't brand loyalty talking).
If you have access to a good buying service get a quote and target $500 less than that at the dealer. They all share inventory, so go to the 'quality buying experience' place.
