Mineral spirits is a solvent, often used by painters to clean their brushes of oil based paint. Solvents are ineffective on the resins in tree sap.
Use on cured automotive paint, water based or not, is a gamble. Water is merely the carrying agent used to apply the paint. If anything they're probably less durable than older solvent based finishes.
