yes they are. when my Brother was going through this about a year ago, he settled on a combo of Sling, and FrndlyTV who carries something that sling doesn't... but I don't remember what.
at the moment, Spectrum is really the only viable internet choice in his neighborhood.... there is Fiber on the pole behind his house, but no one has ever tapped into it, and he doesn't know who it belongs to...if Fiber WAS available, he'd drop spectrum in a heartbeat....
