+1. These engines have a compression release system that operates off the exhaust lash clearance. The tolerance is within 3-4 thousands. Find the clearance for the intake and exhaust valves. Pull the valve cover and check them, especially the exhaust side.
Compression release broke. Mine had the same symptoms as OP. If you turn the engine all the way to the start of the compression stroke I think you may be able to get it to start. I did that for a year or so before I finally fixed mine. Briggs engine too. Part is cheap, but you have to remove the entire engine and flip it over to get to it.
