B&S 16hp hard to start/turn over

I did another adjustment to the valve lash again and set the intake at .002 and the exhaust at .005 and finally got it to get past the compression release and turn over several times. I'm a bit concerned about setting the intake that tight, but it was necessary to get it to work. I barely gets past the CR, but I think that might be because the starter has taken some abuse when my friend was trying repeatedly to get it to start before.

I haven't put fuel in it yet and got it running, but I will once I get everything else cleaned up and fresh oil in the beast. Thanks everyone for all the suggestions and help.

The intake valve lash is .003 on my Briggs 21HP. The exhaust is .005 as you said. Again the intake does not have any impact on the CR system, only the exhaust.
 
I finally had the chance to use the beast to cut my own lawn and it seems to be shaking off the rust a bit and is turning over better than it did when I first got it. The carb float is operating correctly now, so no fuel getting into the oil anymore so I think that makes a big difference. After running it twice, it now turns over properly and starts right up.

It's an OK machine for cutting, but doesn't have the anti-scalp wheels on the deck so on the one part of my lawn with a little bump it cuts the grass too short. I'm sure someone won't care about that and just needs a rider for their rural property.
 
I adjusted my 22 HP after I bought a started and the same thing, look on utube adjusted to .004 on all, started right up.
