My interview lasted 40 minutes. The lady leading the interview told me she appreciated me being prepared bringing a copy of my resume and a letter of recommendation. I meant to ask who is running the detailing now if this is going to be a new program for them moving forward.

Mine is a panther chameleon. He doesn't speak and only communicates (vaguely) by changing the colors of his skin.
I had second interview that went almost an hour. It was specifically for a full time detailing position. I get a text today wanting to offer me a part time position. How would I go about asking what happened to the full time position, why only part time?

I'd say " I am interested in a full-time position, but if the part-time position leads up to a full time role, what time-frame should I expect?"
That is, if you are willing to do part time with the hope of it turning full time. Looks like you are not in it just for full time wages, but that you are interested int he opportunity since you are willing to go PT.
You should already know the answer - it's slow in the colder months and they only have enough work for a part-timer.
Be polite and ask. Something along the lines "I was under the impression full time positions were available - is that no longer the case?

I also would not believe any process about starting part time and turning into full time. It my be there plan, but plans often change.
I can't give up full time as my medication is $400 a month without insurance.
But why interview for a full time position then?
My only caveat is if part-time will ever become full time. Some places claim that but never follow through. I did reach out and am waiting for a response. Even the HR manager was stumped.
Yes, I figured. The healthcare is not something they need to know - but you could simply tell them your not in a position to give up your current full time job to take their part time job. If they don't like that (and they probably won't) you likely don't want to work there anyway.
You could ask if flex hours part time are available - and work for them also?
They can promise anything they want and change it the next day. Does it really matter what they say might happen in the future.
Checks in the mail, this job will be full time in the future, so one and so forth.
they just don't want to pay you and still benefit off your services. Maybe I'm impatient but I'd be looking elsewhere for employment. If they pull this before you're even employed then how are they going to treat you when you do work for them!!?? Sounds like losers to me... Just wasting your time and then they lowball you ..

Or, they like you enough to hire you but don’t have the need for FT at this point, but they still want to bring you on.

I disagree. pipelining is a cue of people your ready to hire when a position opens up or otherwise becomes available. The people on the list generally know what the position is or might be. The premise is you may be offered a job at some point in the future - your "on the list". But they may never call either.
Different than advertising a currently available full time opening then changing it to part time.
I don't have a problem with the hiring company. They don't have a full time position but offered part time. The applicant may accept or decline. Is what it is.
OK this is just getting weirder. I called the hr manager and she reached out to both people I interviewed with. "Oh yeah they can offer full time" its $6 less an hour than I make now. They know what my relevant skills are. So back to talking with the manager. Something seems off
Sounds like a bait and switch. Advertise a full time position to attract the best applicants then switch the offer to part time and hope one of them takes the job.
My parents kind of joking said maybe they're Afraid that I have more experience than them. One of the managers that I interviewed with has been there 6 weeks and previously worked at Best Buy as a manager. This does seem weird

If’s highly likely you do, in fact, have more experience than they have. And you applied twice before with no response, then interviewed twice for a full time position which resulted in an offer of part time work.
Personally, I would seek employment elsewhere. Good luck!
