Nope. That's usually the valve cover that needs to be updated on the 5.3's. This might help keep the pick up tube o-ring in shape longer, though. And other rubber seals.

I noticed one of these in the clearance section of my WM for ~$11

Maybe just coincidence but I wonder if something is happening with the product, eg discontinued or reformulated
