Asking for input on OCI and Filter

Here's the situation.
My father's Kia Sedona doesn't see many miles. He's retired and unwell. Van is used to take him to appts, treatments and the occasional 50 mile highway trip to see my sister. Over the last 3 months it has only 900 KMs (560 miles). The projection is 3600 KMs (2200 miles) for a calender year. I Last changed the oil on a Cold Canadian Winter day with Quaker State conventional and Wix filter.

I am thinking of using QS Ultimate Durability/Q Horsepower 5W30 starting in July and doing annual OCIs. Also using a Wix filter. What are your thoughts BITOGers?
 
I drive my truck more than that, but hope to run the M1 I put in it in October far longer than the 3 months I did with Pennzoil conventional.
 
I'd rig up a 2 amp battery charger underhood and block heater that both lead to one power cord. If he gets in a jam he can plug it in and go back inside. Charger will warm the battery too.

Well it's nice to know what you'd do but how does your input help me make a decision about OCI? This vehicle is always in the garage.
I don't get it.
