Yes, look at wide, relatively, viscosity spread, notice low pour points, lots of approvals. I believe VW 505 requires synthetic.

Could an oil with high quality Group III base oils + additives meet your definitions?

That first one likely is.
I've never seen a 0W40 ACEA A3 that wasn't a real synthetic.

That being said, you could probably meet all of the performance targets these oils are hitting by using a good Group III base oil and a very good additive package.
