Absolutely not. I've even had one or two that don't shut off AT ALL...
I once made the mistake of leaving the pump while my car was fueling and buying a soda in the convenience store...when I came back, several GALLONS of gasoline were all over the ground surrounding my car...had it been running, it could have been worse, I suppose....but the point is that the pump didn't shut off at all...
Take-aways: 1. never leave the pump unattended (like the station jockeys in NJ do to my car all the time) and 2. the shut off level varies from well below full to running down the storm drain...
